Air Traffic Control Clearance

An air traffic control clearance is an authorization issued by an ATC unit for an aircraft to proceed under specified conditions within controlled airspace. A clearance is not a command — it does not relieve the pilot-in-command of responsibility for the safe operation of the aircraft. The PIC remains responsible for terrain clearance, see-and-avoid in VMC, and regulatory compliance.

Components of an IFR Clearance

Readback Requirement

CARs and ICAO standards require pilots to read back all ATC clearances and instructions. Altitude assignments, headings, runway assignments, and hold-short instructions must always be read back verbatim. The controller must verify the readback and correct any errors.

On the TC Written Exam

Know that a clearance is an authorization, not a guarantee of separation from non-participating VFR traffic. In VMC, the PIC retains see-and-avoid responsibility even under an IFR clearance.
