Maneuvering Area

The manoeuvring area is the part of an aerodrome intended for the take-off and landing of aircraft and for the surface movement of aircraft — comprising the runways, taxiways, and other areas used for aircraft movement. It excludes the apron (the parking and servicing area).

Manoeuvring Area Rules

At a controlled airport, access to the manoeuvring area requires ATC clearance. Ground control issues taxi clearances; tower issues runway clearances. Vehicles on the manoeuvring area must have specific authorization and training. Runway incursions — unauthorized entry onto the runway — are one of the most serious safety events in aviation.
